Housing Opportunities Commission of Montgomery County 
Announces the Launch of their Five-Year Strategic Planning Process and 
Opportunity for County Stakeholders to Help Shape the Future of the Agency

Silver Spring, Md. - Today, the Housing Opportunities Commission of Montgomery County (HOC) announces the launch of its new strategic planning process.  This process is intended and designed to produce HOC’s five-year strategic plan for 2023-2028. The strategic plan is an outward-facing document laying out the Commission’s vision, mission, goals, key initiatives, and priorities for the next five years.


“We are excited about the opportunity to best position the agency to respond to the growing needs and challenges experienced by those facing housing insecurity in the County,” said Roy Priest, Chair of the HOC Commission. “With the leadership of the Board of Commissioners and input from key stakeholders, we will put forward a clearly defined set of key priorities for HOC that will assist the County in addressing its affordable housing need.”

To undergird HOC’s strategic plan, the agency will be creating several spaces and opportunities to hear from County residents about what they deem important.  HOC will be conducting interviews, focus groups, surveys, and town hall meetings to ensure its new plan reflects valuable contributions from those with whom the agency partners and serves, as well as those in need of services.

With leadership from HOC’s Board of Commissioners and its Executive Director Chelsea Andrews, the agency stands ready to examine its current operations and make improvements that will enhance the way HOC delivers housing, as well as find new and innovative ways to deliver services and support to County residents.

“Our executive team and staff are poised to aggressively advance the County’s goal of building 2,323 new affordable homes by 2028; tackle our housing waitlist and respond to the needs of more than 37,000 County residents in need of housing; and leverage the resources and partnerships to expand our programs and services,” says Andrews.

HOC encourages those who live, work, study and recreate in Montgomery County to lend their voices to their planning process through either taking a short survey or attending one of two planned town hall meetings:

  • Virtual town hall: Monday, July 17, 2023, 5-6:30pm 
  • In-person town hall: Tuesday, July 18, 2023, 6-7:30pm
